Project Execution Supervisor

Description:

  • Role: Project Execution Supervisor

  • Department: Operations

  • Location: Nimr (Karim Small Fields - KSF)

  • Schedule: 8-hour days, 24-hour standby on a 14-day rotation (indicating a demanding, shift-based or site-intensive role).

  • Team Size: Direct oversight of 5+ employees, indirect oversight of 18+ (contractors and multi-disciplined teams).


Key Responsibilities (Categorized)

1. Operational & Project Management

  • Project Coordination: Oversee all project aspects, ensuring alignment with organizational goals, timelines, and budgets.

  • Planning: Develop project timelines, manage finances, and create detailed project reports.

  • Technical Oversight: Provide technical input for modifications, minor projects, and studies. Conduct proactive reviews of all KSF equipment.

  • Contractor Management: Direct and supervise contractors/vendors for specialist services; manage their mobilization, execution, and demobilization.

  • Maintenance Policy: Set and monitor compliance with Company Maintenance Policy.

2. Operational Excellence (OE)

  • Implement, monitor, and review OE within the department to achieve maturity level 3 or above (aligned with company targets).

3. HSE Critical Responsibilities (High Priority)

This role is designated as HSE-critical, meaning safety is not just a duty but a core performance metric.

  • Leadership: Enforce Medco HSE policies for both staff and contractors. Participate in PTW (Permit to Work) assessment panels.

  • Process Safety: Implement Process Safety Management to prevent Process Safety Events/Incidents.

  • Risk Management: Participate in SIMOPS, HAZOP, FCPs, MOCs, HEMP, and Risk Assessments.

  • Site Safety: Supervise high-risk activities like lifting, pressure testing, and radiography. Ensure H2S/NORM safety protocols are understood by contractors.

  • Emergency Response: Respond to abnormal conditions, leakages, and shutdowns.

  • Audit & Investigation: Participate in PTW audits, incident investigations, and closeout of corrective actions. Encourage SOR (Safety Observation Reports) and Near-Miss reporting.

4. People & Training

  • Team Development: Plan and administer training and development programs for the team.

  • Competency: Ensure the competency and training compliance of both the maintenance team and contractors.

  • Coordination: Act as a communication liaison between various project stakeholders.


Ideal Candidate Profile

Education:

  • Bachelor of Science (B.Sc.) in Engineering or equivalent.

Experience:

  • 8+ years in plant operations, specifically in a supervisory role.

Core Competencies:

  • Strong leadership and decision-making under pressure (evidenced by 24/7 standby).

  • Deep understanding of Process Safety, HSE frameworks, and Risk Management (HAZOP, HEMP, SIMOPS).

  • Financial acumen (budget preparation and capital scheme implementation).

  • Technical knowledge of electrical/instrumentation isolations, pressure testing, and SCE (Safety Critical Equipment).
